For
public entities that manage and oversee the design and construction
of public improvements, the relevant NPDES Phase II programs
that needs to implemented is the General Permit No. 2 for construction
activities of one acre of more, applicable to discharges consisting
of stormwater only. The applicant must develop a Stormwater
Pollution Prevention Plan for all activities at a site.
